Kookmin University Global Development Cooperation Institute (GDCI) researcher Ra Minsu (M.A. in Public Administration, Kookmin University, 2025) received the Best Poster Presentation Award from the American Society for Public Administration's Section on Korean Public Administration (SKPA) at the 2026 ASPA Annual Conference, held March 20–24 in Hollywood, California, for his paper, "When Does Co-production Build Trust in High-Risk Policy Contexts? The Role of Risk Perception in Nuclear Energy," co-authored with Professor Kim Byoung Joon, Department of Public Administration, Kookmin University.

The study used three waves of pooled cross-sectional survey data from a nationally representative survey on citizen collaboration in nuclear energy policy in South Korea. By utilizing conditional process analysis and hierarchical regressions, this study investigated how risk perception shapes the indirect effect of co-production on government trust through expectancy disconfirmation. The findings highlight that co-production's trust-building effects are not universal — the indirect effect is nullified as citizens' risk perception increases, a pattern consistent with negativity bias. This underscores the need to integrate risk communication strategies into co-production program design, rather than treating participation as a universal remedy for declining public trust.
